Is my girlfriend being suggestive? with a little more info and wanting more opinions?

I think my gf is being a little "suggestive" if you know what I mean. We have been going out 3 weeks this Friday. One night while we were watching a movie she told me to lay down with her on the couch. She pretty much was on top of me when cuddling. She kept on asking What i was thinking of and how much i love her. She also kept saying she really loves me and that she's hungry (if that helps at all). She would also sit on me in a position that could be taken as ual whenever she sat up to get something while I was lying down. One time She accused me for looking at her (i didn't I swear) and then she said I can look, but not touch. Just the other night when we were watching a movie whenever an intense part came she would grab my hand and pretty much press it against her s. We also make out a lot. Is she being suggestive or am I jumping to conclusions? Please give me a answer that explains everything and be more mature than saying "whip it out". I'm also 17 and I know this sounds corny, but it matters to me. And I'm a little "Conservative".
