Is this actually a good time to save Haiti from its corrupt rulers?

Something could might come out of this. The problem though is that in extremely impoverished countries like Haiti corruption is so institutionalized that just changing rulers doesn't make a difference. People complain that corruption and poverty in countries such as India, Iran, Eastern Europe, and Mexico. Haiti is in much worse shape.
